“Anyway, that's how it is! Either they obey the law, or they're expelled!! And make sure they wear their veils correctly..."she is saying that everyone must obey. The rules are annoying and very specific and no one can express themselves but it is life or death. 

“War always takes you by surprise.” Marjane is saying that life is basically like surprises. You never know what to expect and that can be a good thing or  bad thing. 

"You think I'm stupid?! I can tell by your tie!  you stupid piece of westernized trash!" Marjane is saying this because she is angry. She doesn't think the war is right so all the people that are involved she does not care for and has heater hatred towards them. 

Questions:

what is going to happen with the war?

will Marjane continue to wear the veil?
